THE PROTECTED PLACES (SAFETY) ORDINANCE, 1946.

Explanatory observations in accordance

with Article XXVIII of the Royal

Instructions.

1.

The Ordinance was passed on the 19th September, 1946

with an immaterial amendment.

2.

The reasons for enacting the Ordinance are set out in

the Objects and Reasons to the Bill, a copy of which is for-

warded herewith.

The Bill had a quick passage through Legislative Council.

An assurance was given on His Excellency's instructions

that any death resulting from shooting in exercise or alleged

exercise of the powers conferred by the Ordinance would be the

subject of magisterial inquiry under the Coroners Abolition

Ordinance, 1888.

5. Unless conditions improve substantially it is proposed

to promulgate the necessary Proclamation under section 1 of the

Ordinance as soon as the public have been given adequate warning

of the exact situation of protected places.
